We are happy to report that on February 23, 2015 the House of Delegates passed SB 1381. As now written, the bill will ensure all private shelters are “operated for the purpose of finding permanent adoptive homes for animals." The House amended the bill so that the purpose does not include "facilitating other lifesaving outcomes for animals," as was included in the Senate version. Either version of the statement of purpose is a major step forward for animals in Virginia, and will save cats' lives. Thank you for urging your state legislators to pass this important legislation!

The Promote Adoptions Bill, SB 1381, would clarify the definition of a private animal shelter to ensure that each shelter is “operated for the purpose of finding permanent adoptive homes and facilitating other lifesaving outcomes for animals.” A loophole in the current law is being exploited by a few private shelters that aren’t making an attempt to adopt out cats.  This clarification would guarantee that all private shelters operate with a purpose that is in line with basic public expectations.

The bill passed the Agriculture committee by 12-10; a very close vote. The full House of Delegates will vote on it in the coming days, so your voice is critical.
