This devastating act of cruelty violates the state's animal cruelty laws and city ordinances. Yet the officer was only given a written reprimand.

We're hopeful that we can help turn this horrible situation into a positive for the rest of Bloomfield's cats. I take animal cruelty seriously and expect public officials to do the same. All law enforcement officers and civil servants must receive humane education. I also join the vast majority of Americans in supporting other humane programs for cats, including Trap-Neuter-Return (TNR) for community cats.

Every state has laws against animal cruelty that clearly make any killing of a cat a criminal offense. Any killing of a cat must be seriously investigated, and the perpetrator must be prosecuted to the fullest extent of the law—whether that person is a police officer or anyone else.
