The New York Senate Domestic Animal Welfare Committee is considering Senate Bill 3411A, which aims to improve oversight of animal shelters and increase transparency so the public can better understand the outcomes for their shelter animals.

The bill would require any animal shelter that receives state funding to keep records of all animals who enter its facility and what happens to them. Then, the shelters would have to prepare an annual report of those numbers, which will be published online for everyone to see.

By increasing transparency, shelters can be held more accountable for the animals in their care. When members of the public know how many shelter animals were adopted, returned, or killed, they can determine if humane change needs to be made and advocate for it.
