Virginia Residents: Support Trap-Neuter-Return!

SB 1390 has passed in the Virginia Senate! A deep thank you to everyone who reached out to their senator in support of this important, lifesaving legislation.

But we’re not done yet. The bill is now moving to the Virginia House, and approval there is the next big step toward affirming the legality of TNR in Virginia. So please stay tuned via our Action Center and your email for the next action to take.

UPDATE—February 1, 2021

Good news! The dangerous proposed amendment to SB 1390 has been defeated. Thanks to all who took action. The bill will now only be considered for its original language and original purpose: to clarify that TNR is legal in every locality in Virginia.

If you haven’t sent a letter of support for SB 1390 to your state senator, please do so below. Your voice is critical. If the bill is approved in the Senate, it will move to the House and your action will be needed even more in the weeks to come. UPDATE—January 29, 2021

If you haven’t taken action, please do so now. If you have, please do so again. There is a new and enormous threat to SB 1390.

SB 1390 will be back on the state Senate floor for a vote on Monday, February 1. But on Friday, January 29, a dangerous amendment was proposed to the bill.

The new amendment would require localities to pass an ordinance for anyone to be able to do TNR. That is the opposite of the original purpose behind SB 1390. More disturbingly, it would make TNR illegal in any locality without a TNR ordinance on the books.

Please utilize the message below to urge your state senator to support SB 1390 as it stands, WITH NO amendments.

On Tuesday, January 26, the Senate Committee on Agriculture, Conservation and Natural Resources recommended SB 1390 to the Senate.

On Thursday, January 21, your Senate Agriculture, Conservation and Natural Resources Sub-Committee: Companion Animals will consider VA SB 1390, a bill to affirm that Trap-Neuter-Return (TNR) for community cats is legal throughout Virginia.

By passing this bill, we will pave the way for lifesaving TNR programs to take hold in every community in the state.

Many cities and towns in Virginia have been doing TNR for years. However, some local officials falsely believe TNR programs are illegal. We need to take action now and pass SB 1390 so every Virginia community knows that TNR is the lawful approach to community cats.

We can save the lives of more cats if we act now. Please ask your state senator to vote YES on SB 1390.
